If you must find it for a legacy internal system:

• Check your original Office 2003 or 2007 installation CD – OWC is in the MSOCW folder.
• Look inside an old Office 2007 setup → choose "Add/Remove Features" → "Office Shared Features" → "Microsoft Office Web Components".
