Download and Install PCSX2: If you haven't already, download and install the latest version of PCSX2 from the official website.
Launch PCSX2 and Load Urban Reign: Launch PCSX2 and load Urban Reign by selecting the game's ISO file or disc image.
Access PCSX2 Settings: Click on "Config" in the top menu bar and select "Memory" from the drop-down menu.
Configure Memory Card Settings: In the Memory Settings window, select the "Memory Card" tab. Here, you'll see two memory card slots: Slot 1 and Slot 2.
Create a New Memory Card: Click on the "Create" button next to Slot 1 to create a new memory card. Choose a location for the memory card file and set the size to 128 KB (the recommended size for Urban Reign).
Assign the Memory Card to Urban Reign: In the "Memory Card" tab, select the newly created memory card file for Slot 1. Make sure the "Use separate memory cards" option is enabled.

You need a way to read the physical card on PC (such as a USB memory card adapter).
